    La principal motivación de la OPS y la EASP es generar capacidades que permitan fortalecer a las instituciones gubernamentales en materia de planificación de recursos humanos de salud, a través de la conformación de una masa crítica de profesionales responsables de esta función. - Fortalecer los procesos de planificación de recursos humanos de salud para mejorar la respuesta a los problemas de salud de las personas. - Reconocer las implicaciones de los sistemas de salud basados en la Atención Primaria de la Salud (APS) y las Redes Integradas de Salud (RISS) en los procesos de planificación de los recursos humanos de salud. - Mejorar la capacidad de respuesta de los equipos y responsables de las políticas y gestión de los recursos humanos en aspectos básicos de planificación de recursos humanos de salud.     Breve comentario: El análisis de los procesos de planificación de recursos humanos de salud para mejorar la respuesta a los problemas de salud de las personas permite conocer la posibilidad de ofrecer respuestas a los cambios en salud así como a las expectativas de los usuarios. El presente REA hace mención a los desafíos de la Planificación de los Recursos Humanos tomando como punto de partida un documento técnico elaborado por los representantes de los Estados Miembros, reunidos en Washington, setiembre 2013, presentado en el marco del VIDEO: Propuesta de actividad: Ver y escuchar el Video Introductorio: El desafío de la Planificación de los RHS en el contexto de la Región de las Américas. Dr. Charles Godue. En el min 2.09 el Dr Charles Godue hace mención a tres ejes esenciales o líneas de trabajo tales como:
    - Empoderamiento - Reforma educativa en materia de salud y la participación de las instituciones formadoras - Planificación del Recurso Humano en Salud. Analice con base a las reflexiones propuestas por el Dr Charles Godue a lo largo de todo el VIDEO y revise la situación de la gestión de los Recursos Humanos en Salud en su contexto de trabajo en particular en torno a los tres ejes descritos.
