La principal motivación de la OPS y la EASP es generar capacidades que permitan fortalecer a las instituciones gubernamentales en materia de planificación de recursos humanos de salud, a través de la conformación de una masa crítica de profesionales responsables de esta función. - Fortalecer los procesos de planificación de recursos humanos de salud para mejorar la respuesta a los problemas de salud de las personas. - Reconocer las implicaciones de los sistemas de salud basados en la Atención Primaria de la Salud (APS) y las Redes Integradas de Salud (RISS) en los procesos de planificación de los recursos humanos de salud. - Mejorar la capacidad de respuesta de los equipos y responsables de las políticas y gestión de los recursos humanos en aspectos básicos de planificación de recursos humanos de salud. Breve comentario: El análisis de los procesos de planificación de recursos humanos de salud para mejorar la respuesta a los problemas de salud de las personas permite conocer la posibilidad de ofrecer respuestas a los cambios en salud así como a las expectativas de los usuarios. El presente REA hace mención a los desafíos de la Planificación de los Recursos Humanos tomando como punto de partida un documento técnico elaborado por los representantes de los Estados Miembros, reunidos en Washington, setiembre 2013, presentado en el marco del VIDEO: Propuesta de actividad: Ver y escuchar el Video Introductorio: El desafío de la Planificación de los RHS en el contexto de la Región de las Américas. Dr. Charles Godue. En el min 2.09 el Dr Charles Godue hace mención a tres ejes esenciales o líneas de trabajo tales como:
- Empoderamiento - Reforma educativa en materia de salud y la participación de las instituciones formadoras - Planificación del Recurso Humano en Salud. Analice con base a las reflexiones propuestas por el Dr Charles Godue a lo largo de todo el VIDEO y revise la situación de la gestión de los Recursos Humanos en Salud en su contexto de trabajo en particular en torno a los tres ejes descritos.

- Describe the origin and evolution of international cooperation and its modalities. (Concept); - Analyze the international health cooperation, actors and alliances that develop in the context of countries' foreign policy. - Share results for Module 1; - Analyze the history and evolution of key concepts, theories and models of international health, its manifestation in the national and regional situation and its implications for the region of the Americas; - Refine country project proposal, including the application of the conceptual model; - Reinforce some specific skills related to PLSI: strengthen the capacity for negotiation, particularly in the area of ​​health and development, strengthen communication skills and identify the most relevant skills for leadership in the field of international health and development a path of learning and individual development plan.

- Explain the importance of nutrition in human capital formation and its link to development; - Know the action framework to enlarge scale multisectoral interventions, based on scientific evidence, which have a greater impact on nutrition and development. - Describe the main trends of development models, their relation to the determinants of health and nutrition and its implications in the project country. - Analyze the potential effects of climate change on food security and nutrition and development.

- Gain a better understanding of the conceptual basis of chronic diseases, major routes and prevention strategies; - Understand and analyze the major routes by which trade impacts the consumption of food, alcohol and snuff, with particular reference to their country and sub​​-region; - Identify existing trade agreements to which subscribe their country and their impact on the general welfare of the country, with particular reference to food, alcohol and snuff and the differential impact on specific populations; - Explain the arguments for health in foreign policy that inform global health diplomacy and how they can position themselves in trade negotiations; - Understand the main trade issues related to the topic of your project for the country and propose a strategy to address them.

- Analizar los riesgos globales y sus determinantes internacionales a nivel nacional, subregional y regional; - Elaborar políticas y estrategias encaminadas a fortalecer la capacidad de los sistemas nacionales de salud y SUS dependencias en la solución de problemas de salud internacional, basados en el fomento de la equidad, el intercambio, la cooperación y la solidaridad; - Realizar acciones que conduzcan a la formulación de planes y políticas coherentes, la negociación de acuerdos y la gestión de la cooperación técnica y financiera en ámbitos y con actores internacionales en pro de la salud de sus poblaciones.

- Describir el origen y evolución de la cooperación internacional y sus modalidades. (Conceptualización); - Analizar la cooperación internacional en salud, los actores y las alianzas que se desarrollan en el marco de la política exterior de los países. (Análisis crítico y argumentativo); - Aplicar el modelo conceptual del PLSI a los diferentes temas país, con el propósito de generar criterios que se traduzcan en acciones tendientes a fortalecer o mejorar la cooperación internacional al interior y entre los países.
