This issue brief mobilizes both global and local
research evidence about a problem, three options
for addressing the problem, and key
implementation considerations. Whenever
possible, the issue brief summarizes research
evidence drawn from systematic reviews of the
research literature and occasionally from single
research studies. A systematic review is a summary
of studies addressing a clearly formulated question
that uses systematic and explicit methods to
identify, select and appraise research studies, and
to synthesize data from the included studies. The
issue brief does not contain recommendations.
