Advancing the integration of palliative care in the national health system
Publication year: 2013
This policy brief contributes to the evidence base of policy development for scaling up
palliative care services across Uganda, particularly among population groups with ‘special
needs’, such as the poor, those living in rural areas, children or parents with life-limiting
diseases, the elderly, and the mentally or physically challenged.(5) The Department for
Clinical Services (in Uganda’s MoH) has identified a cross-section of twenty-two key
stakeholders with relevant expertise in the field of palliative care (including policymakers,
researchers, members of civil society, and palliative care practitioners). The information and
viewpoints they provided helped to define the problem, identify potential policy solutions, as
well as implementation considerations. All of these concerns are addressed in this report.
